        <![CDATA[<p><b>WASHINGTON</b> &ndash; U.S. Representative Mary Jo Kilroy voted today to reform the way Medicare pays physicians so that Medicare beneficiaries can continue to have access to care and their physician of choice. The Medicare Physician Payment Reform Act would prevent a significant payment cut scheduled for 2010 by replacing the broken Sustainable Growth Rate (SGR) formula with a stable system that will permanently protect seniors&rsquo; relationships with their doctors. The Medicare Physician Payment Reform Act fully complies with the House passed PAYGO requirements and is fiscally responsible.</p><p>&ldquo;I came to Congress to fix what&rsquo;s broken in America and bring change to central Ohio.&nbsp;&nbsp; It is critical that we reform the Medicare payment system so that central Ohio seniors can continue seeing the doctor of their choice. For years Congress has stuck short term Band-Aids on impending fee cuts to physicians and it is time to permanently solve this problem once and for all,&rdquo; said Kilroy.&nbsp; &ldquo; The Medicare Physician Payment Reform Act would preserve the relationships that central Ohio seniors have with their doctors by preventing pay cuts that would give local physicians grounds to stop seeing their Medicare patients.&nbsp; This bill will also benefit members of the military and their families as physician payment rates in TRICARE are tied to those used by Medicare.&rdquo;</p><p>&ldquo;Although this system is in dire need of reform, we must be financially responsible during these tough economic times.&nbsp; By attaching statutory PAYGO to the Medicare Physician Payment Reform Act, I am sending a clear message that I am as committed to honest budgeting as I am to fighting for central Ohio&rsquo;s needs in Washington,&rdquo; Kilroy added.</p><p style="text-align: center;">-30-<br /><br />&nbsp;</p>]]>

        <![CDATA[<p style="text-align: center;"><span style="font-size: larger;"><i>Introduces Energy Efficiency Modernization Act of 2009</i></span></p><p style="text-align: left;"><b>WASHINGTON</b> - U.S. Representative Mary Jo Kilroy yesterday introduced legislation to create market-based incentives to increase the energy efficiency of federally assisted housing. The &ldquo;Energy Efficiency Modernization Act of 2009&rdquo;- which is supported by the U.S. Green Building Council, the National Housing &amp; Rehabilitation Association, the Council for Energy Friendly Affordable Housing, and the Coalition on Homelessness and Housing in Ohio - would establish a &ldquo;green dividend&rdquo; program to incentivize federally assisted housing owners who take adequate steps to decrease energy costs of their respective properties.</p><p style="text-align: left;">A recent study by the Government Accountability Office found that the Department of Housing and Urban Development (HUD) spends an estimated $5 billion annually on energy costs to pay for roughly 6 million units of housing, representing almost 17 percent of the nation&rsquo;s rental housing stock. The &ldquo;Energy Efficiency Modernization Act of 2009&quot; would help improve the energy efficiency of federally assisted housing by 25 to 40 percent and could result in savings for HUD at roughly $1 billion to $1.5 billion annually, making the long-term cost savings for the federal government &ndash; and, most importantly, taxpayers &ndash; substantial.</p><p style="text-align: left;">&ldquo;Existing rules and regulations make it difficult for owners of federally assisted housing to maximize efforts to increase energy efficiency and decrease our nation&rsquo;s energy bill,&rdquo; said Kilroy.&nbsp; &ldquo;The &lsquo;Energy Efficiency Modernization Act of 2009&rsquo; would provide significant long-term cost savings for taxpayers and provide stimulus to the economy by generating capital projects and creating &lsquo;green collar&rsquo; jobs.&rdquo;</p><p style="text-align: left;">&ldquo;This legislation is good for our economy, the job market, and the American tax-payer.&nbsp; I encourage my colleagues in the house to join me in &lsquo;greening&rsquo; our nation&rsquo;s housing stock by supporting the &lsquo;Energy Efficiency Modernization Act of 2009&rsquo;,&rdquo; said Kilroy.</p><p style="text-align: center;">-30-</p>]]>

        <![CDATA[<p><b>WASHINGTON</b> - The Strengthening and Updating Resources and Equipment (SURE) Act, which was introduced by Congresswoman Kilroy on October 16th, was passed today by the House Committee on Homeland Security.</p><p>The SURE Act, which will allow first responders to maintain the capabilities necessary to prepare and protect their communities against acts of terrorism and other emergencies, has gained the support of 25 cosponsors including Chairman of the Committee on Homeland Security, Bennie Thompson.<br />In addition to endorsements by associations such as the National Association of Police Organizations, the National Governors Association, and the National Emergency Management Association, the bill was recently endorsed by the International Association of Fire Chiefs and the International Association of Fire Fighters.</p><p>The International Association of Fire Fighters&rsquo; General President, Harold Schaitberger, expressed his strong support of the SURE act in a recent letter to Chairman Bennie G. Thompson.&nbsp; Schaitberger stated, &ldquo;In these recessionary times, many municipalities have been forced to reduce their budgets for maintenance, jeopardizing the safety of their emergency responders.&nbsp; By making federal funds available for these vital needs, the SURE Act will protect both responders and the citizens they serve.&rdquo;&nbsp;</p><p>Since 2002, state and local governments have utilized the State Homeland Security Grant Program (SHSGP) and the Urban Areas Security Initiative (UASI) to purchase highly-technical homeland security equipment. The equipment has provided first responders with the necessary capabilities to safeguard our communities. Homeland security equipment requires annual maintenance and sustainment in order to remain operational. Accordingly, FEMA has allowed state and local governments to use their annual SHSGP and UASI funding to maintain equipment that was purchased in prior fiscal years.<br /><br />On September 22, 2009, FEMA sharply reversed course and told state and local governments that they would no longer be allowed to use future SHSGP and UASI funding to keep critical homeland security equipment up-to-date. <br /><br />&ldquo;I introduced H.R. 3837 last month after the Federal Emergency Management Agency (FEMA) told State and local governments that they could not use future fiscal year preparedness grants to keep vital homeland security equipment operational. This decision placed a needless constraint on our first responder community and could present a serious threat to our nation&rsquo;s security,&rdquo; said Kilroy. &ldquo;The SURE Act would bring relief to our emergency responders and assure them that they will have the funds necessary to prepare our nation against any future emergencies or disasters.&nbsp; I look forward to working with my colleagues in the House of Representatives to pass this legislation and ensure that the American people are adequately protected.&rdquo;</p><p>The SURE Act has been formally endorsed by, New York City Mayor, Michael Bloomberg, the American Public Works Association, the International Association of Fire Chiefs, the International Association of Fire Fighters , the National Governors Association, National Association of Counties, and the National Emergency Management Association.</p><p style="text-align: center;">-30-</p>]]>

        <![CDATA[<p>WASHINGTON - U.S. Rep. Mary Jo Kilroy has announced that the City of Worthington, OH has received $500,000 in appropriation funds to be used for the improvement of sewer systems for a cleaner watershed in the city.&nbsp; The funds for the project, which were requested by Rep. Kilroy, were included in the 2010 Interior and Environment Appropriations Bill.&nbsp; The bill was passed by both houses of Congress and signed by President Obama on October 30th. The Interior and Environment Appropriations Bill focuses on five priority areas including, water infrastructure and environmental protection needs, firefighting and fuels reduction on Federal lands, bolstering public land management agencies, protecting public lands through the Land and Water Conservation Fund, and helping the most vulnerable in the American Indian community.</p><p>&ldquo;It is vitally important to our economy that we have a world class infrastructure and I am proud that Worthington&rsquo;s sewer project was awarded these much needed funds,&rdquo; said Kilroy. &ldquo;Projects like these are exactly what we need in central Ohio to offer a world class business and residential environment.&rdquo;</p><p>Worthington City Manager Matt Greeson added, &ldquo;We are very appreciative of the support provided by Congress for this project. Mary Jo Kilroy has announced the fourteen members who will make up the 15th Congressional District Veterans Advisory Committee.&nbsp; The Committee, which is made up of veterans from all over central Ohio will advise Rep. Kilroy on principal issues of concern in the local veteran community. The Committee is made up of a diverse combination of veterans from every branch of service and veterans from every conflict from the Korean War to the current wars in Iraq and Afghanistan. <br />&nbsp;<br />For the first meeting, the Committee has invited John Glacken, Associate Director of the Chalmers Ambulatory Care Center, to discuss the progress of the center as it will be celebrating its one year anniversary.&nbsp; <br /><br />&ldquo;I have reached out to a diverse and important group of leaders in the veteran community.&nbsp; I want to thank them for their service to our country and their participation on the Veteran&rsquo;s Advisory Committee,&rdquo; said Kilroy. &ldquo;The Committee will help to highlight the needs of central Ohio&rsquo;s veteran community so that I can better represent them in Washington.&nbsp; I look forward to working with the men and women on the Committee and listening to their input.&rdquo;<br /><br />Members of the 15th Congressional District Veterans Advisory Committee: <br /><br />1. Lt. Col. David Breckenridge (Ret.): Served for over thirty-five years in the U.S. Air Force in various command roles including personnel and recruiting services. Most recently, Breckenridge served in a leadership capacity as an Air Force Academy Liaison Officer for central and southeast Ohio.&nbsp;&nbsp; <br /><br />2. Doug Edgington: Edgington is an Operation Iraqi Freedom veteran who served as a bodyguard for Ambassador Paul Bremmer. He is a Deputy Sheriff for the Franklin County Sherriff&rsquo;s Department who has worked extensively in the Franklin County court system who has has a keen understanding of the issues that veterans face in the court system.<br /><br />3. Liz Flick: Ms. Flick is the state and regional coordinator for the National League of POW/MIA Families.<br /><br />4. Lt. Col. Barclay Hastings (Ret.): Hastings served in the United States Marine Corps from 1951 &ndash; 1980 where he rose from the rank of Private to Lt. Colonel. He is a combat veteran who served in both Korea and Vietnam.<br /><br />5. John Hoskins: Hoskins is a veteran who served as a platoon commander during the Korean War. He is an active member of the VFW and has experience as a VFW post commander in Union county.<br /><br />6. Major General Dennis Laich (Ret.): Laich had a distinguished thirty-five year career in the Army Reserve, 14 of which were spent in various command positions, the last as commander of the 94th Regional Readiness Command in Ft. Devens, MA. General Laich is a graduate of the Army War College and the John F. Kenedy School of Government.<br /><br />7. Sergeant Major Jim Lucas (Ret.): Lucas served in the Army for forty years. Lucas has served in a multitude of leadership capacities including as a Command Sergeant Major in the Army National Guard.<br /><br />8. Carl Price: Price served in the U.S. Navy as a medical corpsman. He has been very involved with the local veterans community for the past thirty years. He is an active member of the VFW, American Legion, and DAV. <br /><br />9. Joshua Sebourn: Sebourn is veteran from the Bosnian War. Joshua is a disabled veteran who has firsthand experience fighting an appeal with the Department of Veterans Affairs&nbsp; <br /><br />10. Bob Thurman: Thurman served in the United States Air Force where he was stationed in South Korea. Mr. Thurman is the president of Military Veterans Education Foundation and the executive director of Buckeye Amputees for Action.<br /><br />11. Patty Viers: Viers served in the Air Force Reserve at Rickenbacker AFB from 1978 to 1982. Patty served as one of the first female firefighters when the Air<br />Force opened up combat positions to women.<br /><br />12. Captain Chip Walston (Ret.): Walston served in the Navy for thirty years as a helicopter pilot. Captain Walston is a graduate of the U.S. Naval Academy and served as the commander of the Ohio State University Naval Reserve Officer Training Corps.&nbsp; <br /><br />13. Joseph H.Wells: Wells is a World War II veteran. He became an USO volunteer and was honored as Volunteer of the Year in 1991 and again in 2006.&nbsp; Mr. Wells served on the Columbus Metro Federal Credit Union where he was elected Vice-Chairman.&nbsp; He is an active member of the VFW. He established an honor guard and served as the Commander until 2008.&nbsp; Since 1992, Mr. Wells has actively served on the Armed Forces Community Relations Council.&nbsp; <br /><br />14. Lieutenant Colonel (Ret.) Shelby Jones:&nbsp; Jones served over thirty years in the Air Force. He was the Counter Drug Enforcement coordinator for the Ohio National Guard. Moreover, it will help small businesses in central Ohio provide coverage for their employees and will negate the term &ldquo;pre-existing condition&rdquo; for central Ohioans who are denied coverage because they are sick.</span></span></span></p><div style="margin: 0in 0in 0pt"><span style="font-size: x-small"><span style="font-family: Arial"><span style="line-height: 115%">As much as I have a responsibility to provide America with true health reform, it is also my duty to be fiscally responsible while doing so. Today I kept my promise to my constituents that I would not vote for a bill that would add to the deficit.         <![CDATA[<p>WASHINGTON &ndash; U.S. Representative Mary Jo Kilroy voted today to secure our nation&rsquo;s chemical plants and water facilities against terrorist attacks and other threats to our national security.&nbsp; The Chemical and Water Security Act will make the Chemical Facility Anti-terrorism Standards (CFATS) permanent which will close a critical security gap identified by the Bush and Obama administration.</p><p>&ldquo;This bill is an important step for our national security.&nbsp; Americans rely on our water treatment facilities to deliver clean, safe water and we need to ensure that America&rsquo;s enemies do not take advantage of the vulnerability of these and other facilities, and use them to hurt our citizens,&rdquo; said Kilroy. &ldquo;There are numerous chemical plants and water facilities in America that are vulnerable to terrorist attacks and now Americans can be assured that they will be better protected against attacks.&rdquo;</p><p>The legislation not only makes permanent the Chemical Facility Anti-Terrorism Standards (CFATS) but improves the program by making facilities analyze how they can reduce the consequences of a terrorist attack (IST) through the use of available, cost-effective, safer and more secure chemicals and processes that are already employed by some water treatment plants, power plants, oil refineries and other manufacturers.</p><p>The bill also enhances accountability by allowing citizens to petition for enforcement at chemical facilities and permitting citizen suits against the Department of Homeland Security and government entities to ensure enforcement.&nbsp; It also permits states to adopt additional security measures that they deem necessary to ensure that facilities within their jurisdiction are protected from terrorists.</p><p style="text-align: center;">-30-</p>]]>

Mary Jo Kilroy, announced today that she has reviewed, and intends to vote for, the Affordable Health Care for America Act (H.R. 3962) saying the legislation would provide quality affordable health care to central Ohioans without adding to the deficit.&nbsp;</p><div style="margin: 0in 0in 0pt">Explaining her support, Kilroy stated, &quot;I promised my constituents that I would carefully read and analyze any piece of health care legislation before I took a stance on a bill. I support the Affordable Health Care for America Act because it would provide coverage to the uninsured, close the Medicare Part D donut hole, reduce health care costs for small businesses in central Ohio and give people the peace of mind that their health insurance cannot be taken away from them.&rdquo;</div><div style="margin: 0in 0in 0pt">&nbsp;</div><div style="margin: 0in 0in 0pt">From February to October, Congresswoman Kilroy held more than 20 health care events so that she could work with her constituents and bring their needs and concerns to Washington. Ideas like portability and increasing the number of years that children can remain on their parents&rsquo; health insurance plans were added to the Affordable Health Care for America Act as a result of such events.&nbsp; Kilroy placed both H.R. 3200 and H.R. 3962, the Affordable Health Care for America Act, <span style="background: white">as well as numerous updates about health reform on her website so that her constituents could have access to the most up to date information as possible, and be able to offer her their thoughts on the legislation.</span></div><div style="margin: 0in 0in 0pt">&nbsp;</div><div style="margin: 0in 0in 0pt">&ldquo;Nearly everyone agrees that our current health care system is flawed. Some have suggested eliminating private insurance, and replacing it with a government-run system, while others want to eliminate our employer-based system and replace it with tax credits.&nbsp; I have met with both sides of the issue, and I advocate that we find common ground from which we can build. The Affordable Health Care for America Act is far from perfect, but it makes significant improvements on the original health care bill and includes specific additions that my constituents in Ohio said they wanted in health insurance reform.&quot;</div><div style="margin: 0in 0in 0pt">&nbsp;</div><div style="margin: 0in 0in 0pt">&ldquo;Because I value transparency and accountability in government, I posted each health care bill on my website so that Ohioans back home could read along with me and contact me with their questions or concerns,&rdquo; said Kilroy.&nbsp; &ldquo;I also promised my constituents that I would not vote for any health care legislation that would add to the current deficit, and I am happy to announce that the Affordable Health Care for America Act will reduce the deficit by $30 billion over ten years.&rdquo;&nbsp;</div><div style="margin: 0in 0in 0pt">&nbsp;</div><div style="margin: 0in 0in 0pt">Kilroy also noted that the bill would end discrimination based on pre-existing conditions.</div><div style="margin: 0in 0in 0pt">&nbsp;</div><div style="margin: 0in 0in 0pt">&ldquo;We cannot sit back and accept the status quo.         <![CDATA[<p>WASHINGTON &ndash; U.S. Representative Mary Jo Kilroy voted yesterday to help the thousands of Ohioans who have been hit the hardest during the recession.&nbsp; The Emergency Unemployment Compensation Extension Act will extend unemployment benefits and the first-time homebuyer tax credit.&nbsp; It also will increase tax relief for military families and businesses to stimulate the economy and provide relief for struggling workers, businesses, and families.</p><p>&ldquo;This legislation will extend relief to millions of Americans who have lost, or were on the verge of losing, their unemployment benefits but are still struggling to find jobs.&nbsp; This bill will support businesses and give benefits to unemployed Ohioans who will benefit our local economy by purchasing the food, clothing, and other goods that their families need,&rdquo; Kilroy said.</p><p>The Emergency Unemployment Compensation Extension Act is fully paid for and the Congressional Budget Office has cited unemployment benefits as one of the most cost-effective forms of economic stimulus.&nbsp; Every dollar spent on unemployment benefits generates $1.63 in new demand, according to Moody&rsquo;s chief economist Mark Zandi.</p><p>The legislation will provide families in all states with 14 more weeks of benefits, and six additional weeks to the 27 states with the highest unemployment rates &ndash; where it is most difficult for workers to find employment.</p><p>The bill includes an extension of the $8,000 first-time homebuyer tax credit through April 30, 2010 and provides a $6,500 credit to new purchasers who have lived in their current residence for five years or more. It also helps military families struggling to make mortgage payments by making those payments tax-exempt.</p><p>&ldquo;With over 10% unemployment in Ohio, central Ohioans are in desperate need of financial support to pay their bills and feed their families, &ldquo;said Kilroy. &ldquo;This legislation will immediately stimulate our local economy, stabilize our housing market, and help to put central Ohio on the path to economic recovery.&rdquo;</p><p style="text-align: center;">-30-</p>]]>

Mary Jo Kilroy, a member of the House Committee on Financial Services, voted in favor of the Expedited CARD Reform for Consumers Act to accelerate the start date of many of the provisions in the Credit CARD act so that consumers will no longer fall victim to abusive credit card practices. The Credit CARD Act which was signed into law on May 22nd, implemented tough regulations on the credit card industry and empowered consumers by equipping them with the tools they need to manage their own credit.&nbsp; However, many credit card companies took advantage of the time before many of the regulations would go into effect to further price gouge consumers. <br /><br />&ldquo;When I come home to central Ohio, I do not have to go far to hear a terrible credit card story.&nbsp; I was outraged to hear that many credit card companies raised rates on consumers immediately after we passed the CARD act,&rdquo; said Kilroy.&nbsp; &ldquo;As a member of the Committee on Financial Services, I promised that if any further predatory rate increases were enacted by the credit card companies following the passage of the CARD act, I would immediately step in.&nbsp;&nbsp; Today I have kept my promise and have sent the credit card companies a strong signal that I will no longer tolerate their deceitful tactics.&rdquo;</p><p><br />The Expedited CARD Reform for Consumers Act moves the effective date for these critical credit card reforms from February 22nd to December 1st.&nbsp; The original legislation includes crucial measures that protect consumers from unfair interest rate hikes on existing balances, double-cycle billing and due-date gimmicks.         <![CDATA[<p style="text-align: center;"><span style="font-size: larger;"><i>Sails through Subcommittee Mark-up, Gains endorsement from Mayor Bloomberg</i></span></p><p>WASHINGTON &ndash; The Strengthening and Updating Resources and Equipment (SURE) Act, which was introduced by Congresswoman Kilroy on October 16th, was passed by the House Homeland Security Subcommittee on Emergency Communications, Preparedness and Response today and is expected to be considered by the Homeland Security Committee in the coming weeks.</p><p>Mayor of New York, Michael Bloomberg, recently expressed his strong support of the SURE act in a letter to Chairman Bennie G. Thompson.&nbsp; In the letter Bloomberg voiced his concern regarding the new FEMA policy stating, &ldquo;New York City spends a substantial portion of each homeland security grant on critical equipment that requires maintenance.&nbsp; If this change is implemented, it will significantly impair the ability of the City of New York and other high-threat urban areas to sustain the critical investments that have helped to prevent another catastrophic terrorist attack on the homeland.&rdquo;</p><p>The legislation, which will allow first responders to maintain the capabilities necessary to prepare and protect their communities against acts of terrorism and other emergencies, has gained the support of 20 cosponsors including Chairman of the Committee on Homeland Security, Bennie Thompson.</p><p>Since 2002, state and local governments have utilized the State Homeland Security Grant Program (SHSGP) and the Urban Areas Security Initiative (UASI) to purchase highly-technical homeland security equipment. The equipment has provided first responders with the necessary capabilities to safeguard our communities. Homeland security equipment requires annual maintenance and sustainment in order to remain operational. Accordingly, FEMA has allowed state and local governments to use their annual SHSGP and UASI funding to maintain equipment that was purchased in prior fiscal years.<br /><br />On September 22, 2009, FEMA sharply reversed course and told state and local governments that they would no longer be allowed to use future SHSGP and UASI funding to keep critical homeland security equipment up-to-date. <br /><br />&ldquo;The FEMA policy will significantly hurt our first responder community- a group on which we rely to keep our nation safe during emergencies.&nbsp; Many states, including Ohio, have invested millions of federal Homeland Security dollars to purchase critical homeland security equipment not expecting that they would have to use their budgets to maintain it,&rdquo; said Kilroy.&nbsp; &ldquo;Our nation&rsquo;s security is priority number one, and I refuse to see FEMA needlessly compromise our safety.&nbsp; The SURE Act will overturn FEMA&rsquo;s policy and ensure our first responders have the tools they need to address our nation&rsquo;s 21st century security challenges.&rdquo;</p><p>The SURE Act has been formally endorsed by the National Association of Police Organizations, the American Public Works Association and the International Association of Fire Chiefs. The National Governors Association, National Association of Counties, and the National Emergency Management Association. Representative Mary Jo Kilroy voted today to pass the Small Business Financing and Investment Act.&nbsp; The legislation would provide small businesses with access to the loans and investment dollars that will help create new jobs in central Ohio.&nbsp; By opening up rigid credit markets that have often shut out small business owners, the Small Business Financing and Investment Act will help small businesses attain credit, grow their operations, and lead our economy out of recession.</p><div style="margin: 0in 0in 0pt">&ldquo;I have heard from many hardworking small business owners in central Ohio, and this legislation will provide valuable support to those who are really struggling to get by during this economic crisis,&rdquo;&nbsp;said Kilroy. &ldquo;Giving small businesses, the real backbone of our economy, the necessary capital to survive and grow will create and save jobs for thousands of Ohioans.&rdquo;</div><div style="margin: 0in 0in 0pt">&nbsp;</div><div style="margin: 0in 0in 0pt">Small businesses create 60-80% of new jobs every year, but the current economic crisis made it difficult for American small businesses to get the credit they need. By updating the Small Business Administration&rsquo;s capital access programs, the Small Business Financing and Investment Act is expected to support $44 billion in lending and investment for smaller firms and estimated to create and save an estimated 1.3 million American jobs.</div><div style="margin: 0in 0in 0pt">&nbsp;</div><div style="margin: 0in 0in 0pt">The legislation also will increase loan sizes to better meet businesses&rsquo; needs. It includes incentives to encourage local banks to lend to small businesses and reduces bureaucratic red tape, making it easier for entrepreneurs to secure credit. The bill creates a new public/private partnership to expand investments in small business startups &ndash; an important source of job creation. It also extends critical Recovery Act provisions eliminating fees on Small Business Administration loans and guaranteeing up to 90% of 7(a) loans. Mary Jo Kilroy, a leader in the fight for comprehensive health insurance reform, spoke on behalf of the millions of Americans struggling with pre-existing conditions at a press conference this morning to unveil the Affordable Health Care for America Act.&nbsp; Kilroy recounted her own personal struggle of living with a pre-existing condition (Multiple Sclerosis) and how difficult it is to obtain coverage with a chronic disease.&nbsp; <br /><br />At this morning&rsquo;s press conference Kilroy stated, &ldquo;As many of you may know, I have been diagnosed with multiple sclerosis and I&rsquo;ve been lucky because I&rsquo;ve had the benefit of health insurance. Because of those group plans, I&rsquo;ve been able to afford the medications that delay the onset of disability and slow down the progress of this disease. But I also know that for many people that is not the case. They are excluded from the health insurance system because they have a preexisting condition and can&rsquo;t afford the medications that will allow them to live their lives to the fullest, enable them to pursue their dreams the way they want to do that.&rdquo;<br /><br />After years as a community advocate on health care as a Franklin County Commissioner in Ohio, Kilroy came to Congress devoted to achieving comprehensive health care reform for the American people.&nbsp; Beginning in April, Kilroy embarked on a district-wide health care listening tour to hear her constituents&rsquo; health care stories so that she could bring their input to Washington.&nbsp; <br /><br />After months of listening to the American people, today Kilroy and fellow members of the House launched the Affordable Health Care for America Act (H.R. 3962), a deficit neutral, consensus piece of health insurance reform legislation that will achieve a solution to the rising medical costs and major shortcomings in the current health care system. <br /><br />&ldquo;One of the benefits of being a public person with a disease is that I have met with many people who have M.S. or other diseases that inhibit them from obtaining insurance.         <![CDATA[<p>WASHINGTON - U.S. Rep. Mary Jo Kilroy joined a bipartisan majority (49-14) in the House Financial Services Committee yesterday to pass the Accountability and Transparency in Rating Agencies Act. The Accountability and Transparency in Rating Agencies Act (H.R. 3890), which is part of a broad financial regulatory overhaul, provides for more accountability and impartiality of credit rating agencies like Moody&rsquo;s, Standard and Pour&rsquo;s which were largely responsible for the collapse of the nation&rsquo;s financial system.</p><p>&ldquo;Credit rating agencies occupy a unique and powerful position within the global market as a &lsquo;financial gatekeeper.&rsquo;&nbsp; Reforming this industry is a critical part of strengthening our financial regulatory system,&rdquo; said Kilroy.&nbsp; &ldquo;This bill will ensure that American consumers are adequately protected against fraud and abuse, compelling credit rating agencies to put American consumers first and imposing strict repercussions should they misstep.&rdquo;</p><p>Three amendments offered by Kilroy were passed by the Financial Services Committee and included in the legislation.&nbsp; One of Kilroy&rsquo;s amendments calls for a Securities and Exchange Commission study to examine whether there are alternative methods available to assess credit risk.&nbsp; The SEC study could pave the way for a greater number of methodologies to have a say on what is and what is not a credit risk in order to improve competition in the credit rating industry.</p><p>Another of Kilroy&rsquo;s amendments would nullify SEC rule 436 (g) making NRSRO&rsquo;s liable for omitting information from a registration statement, putting them on the same level as non-NRSRO credit ration agencies, as well as other experts like accountants, auditors, and lawyers.</p><p>&quot;My amendment, which is a central recommendation of the Investors' Working Group, an independent and bipartisan taskforce, will help make the credit rating agencies more accountable for their work by making them liable for misstatements or omissions of fact from a registration statement,&quot; said Kilroy.</p><p>Key Provisions in H.R. 3890:</p><ul><li>Expands on the initial credit rating agency legislation proposed by the Administration in that it:</li><li>Enhances the accountability of Nationally Recognized Statistical Rating Organizations (NRSROs) by clarifying the ability of individuals to sue NRSROs.&nbsp; The bill also clarifies that the limitation on the Securities and Exchange Commission (SEC) or any State not to regulate the substance of credit ratings or ratings methodologies does not afford a defense against civil anti-fraud actions.</li><li>Adds a new duty to supervise an NRSRO's employees and authorizes the SEC to sanction supervisors for failing to do so.</li><li>Requires each NRSRO to have a board with at least one-third independent directors and these directors shall oversee policies and procedures aimed at preventing conflicts of interest and improving internal controls, among other things.</li><li>Contains numerous new requirements designed to mitigate the conflicts of interest that arise out of the issuer-pays model for compensating NRSROs. Additionally, the bill significantly enhances the responsibilities and accountability of NRSRO compliance officers to address conflicts of interest issues.</li><li>Requires the NRSRO to conduct a 1-year look-back into the ratings in which the employee was involved to make sure that its procedures were followed and proper ratings were issued. The bill also requires NRSROs to report to the SEC, and for the SEC to make such reports public, the names of former NRSRO employees who go to work for issuers.</li></ul><p style="text-align: center;">-30-</p>]]>

        <![CDATA[<p>WASHINGTON - Kathy Crandall, Director of the Homeland Security &amp; Justice Programs for the Franklin County Board of Commissioners, testified before the Homeland Security Subcommittee on Emergency Communications Preparedness and Response today to illustrate the negative effects that FEMA's recent announcement disallowing states from using Homeland Security Grant money to sustain homeland security equipment will have on the city of Columbus and other cities in America. <br /><br />Last week, Representative Kilroy introduced the Strengthening and Updating Resources and Equipment Act (SURE Act) of 2009 which would overturn FEMA&rsquo;s policy ensuring that local first responders have the tools needed to prepare and protect communities against acts of terrorism and other emergencies.&nbsp; <br /><br />Since 2002, state and local governments have utilized the State Homeland Security Grant Program (SHSGP) and the Urban Areas Security Initiative (UASI) to purchase highly-technical homeland security equipment. The equipment has provided first responders with the necessary capabilities to safeguard our communities. Homeland security equipment requires annual maintenance and sustainment in order to remain operational. Accordingly, FEMA has allowed state and local governments to use their annual SHSGP and UASI funding to maintain equipment that was purchased in prior fiscal years. On September 22, 2009, FEMA sharply reversed course and told that they would no longer be allowed to use future SHSGP and UASI funding to keep critical homeland security equipment up-to-date. <br /><br />Crandall&rsquo;s testimony highlighted the need for federal sustainment funding stating, &ldquo;Billions of dollars have been expended nationwide to build capabilities to prepare and protect our critical infrastructure and key resources across the country&hellip;every county in the country will be adversely affected by (FEMA&rsquo;s) policy.&rdquo;<br /><br />Kilroy commended Crandall&rsquo;s remarks stating, &ldquo;As a former Franklin County Commissioner, I understand, firsthand, the importance of making sure our local first responders are sufficiently prepared for emergency situations.&nbsp; I took great pride in hearing the director of Homeland Security in Franklin County, Ms. Kathy Crandall, stress the significance of the State Homeland Security Grant Program to the Homeland Security Subcommittee, highlighting the consequences that will occur should states be prohibited from taking advantage of the critical funding,&rdquo; said Kilroy.&nbsp;&nbsp; <br /><br />&ldquo;My number one priority is keeping our country safe.&nbsp; It is unacceptable to needlessly strain state and local budgets and compromise Americans&rsquo; safety.&nbsp; The SURE Act will overturn FEMA&rsquo;s policy and ensure our first responders have the tools they need to address our nation&rsquo;s 21st century security challenges,&rdquo; Kilroy added.</p><p style="text-align: center;">-30-</p>]]>

        <![CDATA[<p style="text-align: center;"><span style="font-size: larger;"><i>Votes to Protect OH-15 from Abusive Lending Practices</i></span></p><p>WASHINGTON - U.S. Representative Mary Jo Kilroy voted yesterday to protect central Ohioans from unfair lending practices that triggered the economic downturn and put undue stress on American families.&nbsp; The Consumer Financial Protection Agency Act of 2009, which was voted out of the House Committee on Financial Services on Thursday, would provide consumers with a fair and transparent marketplace to ensure their financial interests are adequately protected, while also requiring federal supervision of industries that have historically lacked strict oversight such as payday lenders and mortgage originators. <br /><br />&ldquo;As a member of the Committee on Financial Services, I was proud to vote for such historic consumer protection legislation. The Consumer Financial Protection Agency would allow for a more transparent, and more regulated, financial marketplace, assuring central Ohioans and the American public that they will not again become victims of the abusive practices that caused them so much distress in the past year,&rdquo; said Kilroy. <br /><br />Kilroy introduced two amendments to the Consumer Financial Protection Agency Act which were approved by the Financial Services Committee, one which would create an agency Ombudsman to give consumers impartial assistance if they need help resolving problems with their financial institutions. <br /><br />The Ombudsmen would be responsible for developing and maintaining expertise in the law relating to consumer financial products; advising consumers who have a legitimate potential or actual claim against a financial institution involving the provision of consumer financial products; and identifying Federal agency actions that have potential implications for consumers.<br /><br />Ombudsmen already provide the same critical service for the Office of the Comptroller of the Currency, Office of Thrift Supervision, The Federal Deposit Insurance Corporation, and the Federal Reserve &ndash; thus, such an office should exist within the Consumer Financial Protection Agency.<br /><br />Kilroy&rsquo;s second amendment would assist consumers&rsquo; access to banking agencies that regulate financial institutions by establishing a single, toll-free telephone number for consumer complaints and inquiries concerning institutions under the jurisdiction of the CFPA.&nbsp; <br /><br />&ldquo;The CFPA&rsquo;s primary goal is to provide a level playing field between consumers and their financial institutions,&rdquo; said Kilroy.&nbsp; &ldquo;My amendments provide further protections and assistance to consumers who need an outlet to express challenges they may be having with their financial institutions.&rdquo;&nbsp;&nbsp;</p><p style="text-align: center;">-30-</p>]]>

        <![CDATA[<p><b>WASHINGTON</b> &ndash; U.S. Representative Mary Jo Kilroy announced that over 185,000 service members who have had their enlistments involuntarily extended since September 11, 2001 will be eligible for special payments for each month they were held under stop-loss orders.&nbsp; The $500 monthly payments are made available through the 2009 War Supplemental Appropriations Act which was enacted this summer.<br /><br />&ldquo;The Stop Loss Policy places an additional burden on military families who spend a significant time apart already.&nbsp; While servicemen and women know that they must answer to the call of duty, the additional time these veterans have spent serving our country should be recognized and compensated for. These payments show our gratitude for our troops&rsquo; prolonged service so that our nation can remain safe and secure,&rdquo; said Kilroy. <br /><br />The Retroactive Stop Loss Special Pay is available to service members who had their enlistment extended or retirement suspended due to Stop Loss between Sept. 11, 2001 and Sept. 30, 2009.&nbsp; Service members from every branch of the military will receive compensation. The Army had the largest number of personnel affected by stop-loss orders. Over 131,000 soldiers, including Guardsmen and Reservists, have been stop-lossed since 2001 for an average duration of 8 months each. Today&rsquo;s extension will increase the authorization level for each part of the program by 5% a year for the next 4 years to ensure that we continue to provide access to vital health benefits for low-income, uninsured, and underinsured Americans. Mary Jo Kilroy voted to amend the home-buying provisions in the <em><span style="font-style: normal">American Recovery and Reinvestment Act </span></em>to benefit active-duty service members and other federal employees.&nbsp; The Service Members Home Ownership Tax Act (H.R. 3590), which passed on October 8th by a unanimous vote of 416-0, would extend the $8,000 first-time homebuyer credit deadline by one year to individuals who served outside the U.S. for at least 90 days in 2009. America&rsquo;s credit card companies need to do the right thing and pledge to halt unfair interest rate hikes on our families.&rdquo; </span></span></span></div><div><span style="font-family: Arial"><span style="font-size: x-small">Kilroy helped pass sweeping legislation in May to give credit cardholders safeguards against unfair and predatory practices by credit card companies as a co-sponsor. The bill was passed overwhelmingly in the House (361-64) with 113 Republicans voting with 248 Democrats. According to Consumer Reports, last year credit-card issuers imposed $19 billion in penalty fees on families with credit cards and this year, card companies will break all records for late fees, over-limit charges, and other penalties, pulling in more than $20.5 billion.&nbsp; <br /><br />The Credit Cardholders&rsquo; Bill of Rights reforms the consumer credit system and provides crucial protections by:</span></span></div><ul type="disc"><li style="margin: 0in 0in 0pt"><span style="font-family: Arial"><span style="font-size: x-small"><span>Ending unfair and arbitrary interest rate have increased an average of 20% this year from issuers who are rapidly changing account agreements, revoking promotional rates, and imposing interest rate increases on existing balances, including those less than 30 days past due.&nbsp; Such actions violate the notions of fair play and create an economic burden on our constituents, many of whom are struggling to make ends meet.</span></span></span></div><div style="margin: 0in 0in 0pt"><span style="font-family: Arial"><span style="font-size: x-small">&nbsp;</span></span></div><div style="margin: 0in 0in 0pt"><span style="font-family: Arial"><span style="font-size: x-small"><span>What makes this situation particularly troubling is the fact that the effective date for the majority of the provisions in this legislation was set for February of 2010 to give credit card companies time to implement the new federal regulations &ndash; not additional time to violate the spirit of the law by changing the terms of agreements, including raising interest rates on consumers.</span></span></span></div><div style="margin: 0in 0in 0pt"><span style="font-family: Arial"><span style="font-size: x-small">&nbsp;</span></span></div><div style="margin: 0in 0in 0pt"><span style="font-family: Arial"><span style="font-size: x-small"><span>In response to such actions, Representative Carolyn Maloney and Chairman Barney Frank have suggested that quicker implementation of The Credit Card Act is necessary.&nbsp; Representative Maloney has introduced H.R. 3639, which has been referred to the House implement any changes to customer agreements that would re-price consumer credit card accounts.&nbsp; Bank of America&rsquo;s actions are a good first step; now the rest of the industry should follow Mary Jo Kilroy voted in favor of a bipartisan effort to provide financial relief to central Ohioans whose unemployment benefits are projected to run out by the end of September.&nbsp; The Unemployment Compensation Extension Act of 2009 would provide up to 13 weeks of extended unemployment benefits to citizens in Ohio to help them with their everyday expenses during these tough economic times and would directly stimulate the economy nationwide.<br /><br />The extension comes after unemployment indicators dropped throughout Kilroy&rsquo;s district. Franklin County&rsquo;s unemployment rate dropped from 9.2 percent to 8.8 percent in August. Madison County saw the largest drop in unemployment rates down to 9.1 percent from 9.9 percent in the same period. Union County also saw the unemployment situation improve from 9.2 percent in July to 8.8 percent in August.<br /><br />&ldquo;Our nation&rsquo;s economic crisis has caused many of my constituents back in Ohio to lose their jobs. These hardworking citizens would run out of their unemployment benefits by the end of this month placing additional burdens on already strained American families without Congressional action,&rdquo; said Kilroy.&nbsp; &ldquo;Despite some improvement in the unemployment picture, these critical funds are needed to allow households to continue to run without encountering undue hardships.&rdquo;<br /><br />The Unemployment Compensation Extension Act of 2009 is estimated to benefit 314,000 American workers in Ohio, and other &ldquo;high unemployment&rdquo; states, who are projected to exhaust all available unemployment benefits by the end of September.&nbsp;&nbsp; According to the legislation &ldquo;high unemployment&rdquo; states are defined as having a three-month average total unemployment rate of 8.5 percent or a 13 week uninsured unemployment rate above 6 percent.&nbsp; <br /><br />The Unemployment Compensation Extension Act of 2009 is projected to strengthen the economy by increasing consumer demand and prevent additional foreclosures providing families with funds to buy necessities as well as continue their mortgage payments. According to the Congressional Budget Office, unemployment benefits are one of the most cost-efficient and fastest-acting forms of economic stimulus.&nbsp; In fact, studies have shown that every additional dollar of unemployment benefits yields $1.64 in economic stimulus. <br /><br />&ldquo;This increase in benefits is not only good for families in central Ohio, but it is good for our local economy as well. Giving families more income will provide them with more dollars to spend at our locally owned businesses,&rdquo; said Kilroy. &ldquo;Families are struggling to make ends meet all over our country. Mary Jo Kilroy voted in favor of legislation to boost innovative research programs in new vehicle technology today&mdash;important work already underway at The Ohio State University&rsquo;s Center for Automotive Research (CAR). The bipartisan bill passed the House of Representatives and was endorsed by the U.S. Chamber of Commerce, the National Association of Manufacturers and the three major U.S. automakers.</span></span></div><div style="margin: 0in 0in 0pt"><span style="font-family: Arial"><span style="font-size: x-small">&nbsp;</span></span></div><div style="margin: 0in 0in 0pt"><span style="font-family: Arial"><span style="font-size: x-small">&ldquo;Research done in Ohio will lead to manufacturing jobs in Ohio. I have worked with our partners at Ohio State&rsquo;s CAR center to ensure they continue to lead in the auto research that will generate the next generation of vehicles and the batteries that power them,&rdquo; Kilroy said. &ldquo;I look forward to working with the Department of Energy to make sure these investments benefit our auto industry in central Ohio.&rdquo;</span></span></div><div style="margin: 0in 0in 0pt"><span style="font-family: Arial"><span style="font-size: x-small">&nbsp;</span></span></div><div style="margin: 0in 0in 0pt"><span style="font-family: Arial"><span style="font-size: x-small">The Advanced Vehicle Technology Act (HR 3246) strengthens and reauthorizes the Department of Energy&rsquo;s Vehicle Technologies Program, which invests in a diverse range of near-term and long-range vehicle technologies that will improve fuel efficiency, support domestic research and manufacturing, and lead to greater consumer choice of vehicle technologies and fuels.</span></span></div><div style="margin: 0in 0in 0pt"><span style="font-family: Arial"><span style="font-size: x-small">&nbsp;</span></span></div><div style="margin: 0in 0in 0pt"><span style="font-family: Arial"><span style="font-size: x-small">Kilroy hosted the director of the CAR, Dr. Giorgio Rizzoni for President Barack Obama&rsquo;s first joint address to the Congress in February. White House to White House, Congress after Congress, generation after generation health care reform has been stalled by the lobbyists and insurance executives supporting the status quo that bankrupts families in central Ohio. It is time to stop denying care to those with pre-existing conditions and stop the skyrocketing premiums breaking the backs of small business owners trying to make a living and support their employees. The headaches and hoops insurance companies create for consumers can go away once and for all. Health care reform will force much needed competition and regulation into an industry that has put profits over people and insurance company bureaucracy over good medicine.</span></span></div><div style="margin: 0in 0in 0pt"><span style="font-size: x-small"><span style="font-family: Arial">&nbsp;</span></span></div><div style="margin: 0in 0in 0pt"><span style="font-size: x-small"><span style="font-family: Arial">&ldquo;The President took the lead tonight after weeks of important ground work that I have had the opportunity to undertake; I listened to thousands of constituents, Democrats and Republicans, doctors and nurses, small business owners and farmers.
